Are they fully functional or just set for simple patterns? Do they have any sort of sentience?

Not just in Tokyo...? They're pretty common everywhere, I think...

[ blinking. They're not surprised at Guy as much as they are at Majima for not knowing - he lives in Japan! He has no excuse. But they look back over at Guy. ]

I'm not an expert on them, but you could say they have a basic degree of sentience - they can follow commands and do set activities during the day for you. I don't have that kind of money, though.
